Linda is founder of Paper Frogs Ltd, where she's a catalyst for unlocking opportunities that encourage innovation whilst benefiting society. Her client work has included projects that:

    • challenge the ways tech and data reinforce inequalities
    • build participation and public engagement into policy and organisational decision-making
    • create organisation design and governance models built on community engagement

She is chair of the board and non-exec director at Open Data Manchester Community Interest Company, working to create a fairer world built on responsible and intelligent data use. She also a trustee and non-exec director of 360Giving, supporting effective decision-making in the charitable giving and grant-making sector, and is a former co-chair of the UK Government's Open Standards Board.

She was a member of Catalyst's steering group, advising on its transition from an incubated initiative within CAST to a fully independent organisation in 2024.

A former chief of staff from Co-op Group, she was head of The Federation - a co-working space for digital and social innovators in the heart of Manchester, UK. She connected ideas, people and organisations, fostering collaboration that helped social enterprises and charities to meet their objectives.

Her passion for openness and collaborative working was put to good use during her time as a Senior Technology Adviser to the UK Government's Chief Technology Officer in the Government Digital Service. She led development of the Open Standards Principles, first published in 2012 to worldwide acclaim, putting users of government services at the heart.
